Systems. The Payroll Manager is responsible for overseeing and
managing the organization’s payroll operations, ensuring accurate,
timely, and compliant payroll processing. This role leads payroll
staff, partners closely with HR, Finance, and external vendors, and
ensures compliance with all federal, state, and local payroll
regulations. What you will be doing: Manage and oversee end-to-end
payroll processes for a diverse employee population, ensuring
timely and accurate payroll cycles. Maintain and optimize
timekeeping systems and GL payroll reconciliations to strengthen
overall payroll integrity. Ensure compliance with federal, state,
and local payroll tax regulations, wage and hour laws, and internal
company policies. Prepare for and manage government compliance
audits, state payroll audits, and other periodic reviews. Embrace
and implement AI, automation, and advanced tools to streamline
payroll processes and create efficiencies. Identify and champion
innovative solutions to enhance the accuracy and efficiency of
payroll operations. Lead and motivate a diverse payroll team,
fostering a collaborative, inclusive, and high-performance work
environment. Provide training, mentorship, and professional
development opportunities to staff. Actively maintain professional
relationships with external payroll service provider and internal
stakeholders across HR, finance, tax, ethics, and executive
leadership. Serve as the payroll subject matter expert, providing
guidance and solutions to address complex payroll matters. Identify
opportunities to standardize processes, minimize errors, and ensure
compliance with payroll requirements. Develop and implement
policies, procedures, and controls related to payroll management.
What you bring to the table: Ability to collaborate with others
effectively. Demonstrated ability to recruit, manage, and retain
people. Strong computer skills, including knowledge of accounting
software applications such as MS Excel, Hyperion Essbase, Oracle.
Demonstrates strong time-management skills by effectively
organizing and prioritizing tasks to ensure timely and efficient
completion of work. Strong knowledge of payroll compliance with
federal, state, and local laws, as well as tax and audit
requirements. Demonstrated ability to implement process
improvements and leverage technology for operational efficiencies.
Proficiency in payroll systems, GL reconciliations, and timekeeping
systems. Strong oral and written communication and presentation
skills. Exercises judgment within defined procedures and policies
to determine appropriate action. Handles highly complex assignments
and multiple projects at once. Proven ability to meet business
expectations and supervise people. Works on issues where analysis
of situation or data requires review of relevant factors. Strong
financial analysis skills, including ability to analyze data and
reconcile financial accounts. Strong interpersonal skills and
ability to effectively guide employees and support development of
problem-solving skills. Experience implementing and managing
AI/automation tools in payroll functions. Proven success in leading

Target salary range: USD $140,000.00/Yr. - USD $150,000.00/Yr. This
estimate represents the typical salary range for this position
based on experience and other factors (geographic location, etc.).
Actual pay may vary. This job posting will remain open until the
position is filled. Additional Qualifications/Responsibilities
Basic Qualifications Bachelor’s degree or equivalent is required
plus a minimum of 8 years of relevant experience; or Master's
degree plus a minimum of 6 years of relevant experience to meet
managerial expectations. Experience in a government contracting
environment is strongly preferred. Certified Payroll Professional
(CPP) designation is highly desirable. Due to the nature of work
performed within our facilities, U.S. citizenship is required.
